LEADERSHIP OF NATIVE 17, LLC
Native 17, LLC was founded by R. Dennis Ickes in 2009. He has developed proprietary methods for federally recognized tribes to more effectively implement economic development programs through Section 17 of the Indian Reorganization Act of 19334, as amended. His economic development concepts arose out of decades of experience in Indian Country. He has held various high level leadership positions at the US Departments of Justice and Interior, general and special counsel positions for tribes, counsel to numerous businesses, and leadership positions in various businesses. Native 17 has built a bridge between the capital needs of tribes and the private industry needs for attractive profit opportunities. Native 17 has a strong record of success.
What We Do
The governing body or an agency of a tribe contracts with Native 17 to draft a charter for consideration by the tribe’s governing body. If the governing body approves a draft, Native 17 prepares the charter for submission to the Secretary of the Interior’s delegated representative. Native 17 may serve as liaison between the Secretary and the governing body concerning the Secretary’s objections. The approval process is completed when the governing body ratifies a charter that the Secretary has approved. The chartered corporation then assumes responsibility independently from the tribal government to implement the charter. The corporation separately determines whether to contract with Native 17 for additional services.
